Sam has almost two decades of experience acting on construction matters arising from largescale international projects, including megaprojects, across Europe, the Middle East, Africa, and Central Asia. He provides commercially astute advice aimed at resolving disputes early and cost-effectively, and strategic and effective representation in arbitration and dispute board proceedings. He has been described as “an esteemed construction specialist who stands out for his remarkable expertise in contract negotiations and dispute resolution across the sector” (Who’s Who Legal Thought Leaders, Construction, 2022).
Sam has acted on matters involving the design and construction of power plants, industrial facilities, data centres, major transport infrastructure (including airports, bridges, tunnels, and roads), oil and gas production facilities, and marine construction, including offshore structures. He also advises on consortium and joint venture disputes, and international investment disputes relating to major infrastructure investments and projects.
Trained in both civil and common law traditions, Sam draws on his diverse cultural, linguistic, and legal background and experience to understand the dynamics of each project, and to develop advocacy strategies that are adapted to the context of each dispute.
Sam is a widely recognised as a leader in the construction sector. He was ranked as a Global Elite Thought Leader by Lexology Index in 2025 – one of only six in continental Europe at the time – and as a Next Generation Partner by Legal 500. He serves as Vice-Chair of the International Bar Association’s (IBA) construction committee (ICP), lectures on international construction contracts at a leading law school, and regularly speaks at conferences and publishes on construction contracts and international arbitration.
